Program Highlights
The faculty in our PASC Credential program and our MA program are veteran educational leaders, scholars, and researchers who prepare teachers and school counselors to become equity-centered school administrators and educational leaders by developing the knowledge, skills, and dispositions needed to lead through a social justice lens. Ìý
Our program provides in-depth CalAPA support and guidance along with coursework that is aligned to the California Professional Standards for Educational Leaders (CPSELs) and covers the complete set of California Administrator Performance Expectations (CAPEs).
Our program is HYBRID - approximately half of the sessions of core courses meeting on campus and the other half meeting online. Classes are held once-a-week in a cohort model designed to support full-time working educators.Ìý
For the PASC credential program you will complete 8 core courses.
- You will take two hybrid courses and one asynchronous practicum course both Fall and Spring semesters, and two hybrid courses during summer semester.ÌýYou will be expected to complete and submit all three cycles of the California Administrator Performance Assessment (CalAPA).
For the PASC credential program in combination with the MA in Educational Administration you will complete 11 core courses.
- You will follow the PASC Credential program schedule above and then you will continue for one more Fall semester. You will take two hybrid courses and one asynchronous course in preparation for the Comprehensive Examination. You will be expected to complete and submit all three cycles of the California Administrator Performance Assessment (CalAPA).

California Administrator Performance Assessment
What is the CalAPA?
Beginning June 1, 2019, all candidates interested in obtaining the Preliminary Administrative Services Credential (PASC) and serve in an administrative position, must participate in the California Administrator Performance Assessment (CalAPA).Ìý The California Commission on Teacher Credentialing (CCTC) has developed the California Administrator Performance Assessment to assess key elements of the California Administrator Performance Expectations (CAPE) and the California Administrator Content Expectations (CACE).Ìý
What does the CalAPA assess and require?
The CalAPA consists of three leadership cycles with a focus on organizational development, change management, and leadership. Each cycle includes the four inquiry steps of investigate, plan, act, and reflect.Ìý The cycles are as follows:
- Leadership Cycle 1: Analyzing Data to Inform School Improvement and Promote Equity
- Leadership Cycle 2: Facilitating Communities of Practice
- Leadership Cycle 3: Supporting Teacher Growth
Students accepted and enrolled in the Educational Leadership and Policy Studies ProgramÌýmust take and pass all three cycles of the CalAPAÌýprior to completing the program and to be recommended by Âé¶¹AV for the (PASC).
How am I supported as a student?
The Educational Leadership and Policy Studies Program has been designed to support and assist students in preparing for and being successful in completing the CalAPA leadership cycles. Students will take each CalAPA cycle during specific courses during their program of studies.Ìý While the ELPS program will support candidates in preparing them for CalAPA, each student is responsible for creating their own individual account in the online platform and pay for each leadership cycle.
Registration details and more specific information about the CalAPA cycles will be provided to students early on in their program.Ìý
What is the cost of taking the CalAPA?
The California Commission on Teacher Credentialing has established the following fee for all three CalAPA leadership cycles payable to the CCTC of $425 for any student officially enrolled in a Preliminary Administrative Services Credential Program.Ìý
